About You
You are an experienced marine professional with a strong technical background and a proven track record in offshore operations. Drawing on your deep understanding of marine engineering and vessel operations, you can provide high-level marine technical support in a non-operational context — identifying project-specific marine requirements and developing robust supporting philosophies and documentation to prepare for execution phases.
You bring a minimum of 10 years of marine experience, with at least half of that time served as Master or Chief Engineer aboard complex offshore support vessels such as diving support or construction vessels. Your expertise is complemented by at least 5 years of experience in the Offshore Wind industry, particularly across transportation, installation, and commissioning phases.
You are highly knowledgeable in T&I and chartering contract types, DP systems, and marine coordination software, and you possess a strong understanding of offshore vessel classes including CLVs, CTVs, SOVs, jack-ups, and cable layers. Your familiarity with offshore construction methodologies and marine logistics allows you to effectively prepare, coordinate, and oversee complex marine operations.
Collaborative and well-organized, you excel in coordinating with a wide range of stakeholders — including project teams, contractors, vessel operators, MWS, and regulatory authorities. You communicate clearly and confidently, both in writing and speech, ensuring alignment across diverse, international teams.
Fluency in English is essential; proficiency in French or German will be considered an advantage.
About the Role
The service provider shall provide marine technical support to the Germany project Group (GPI) and perform engineering tasks related to Marine activities for the German Offshore Wind N-12.1, O-2.2 and N9.4 projects. This includes responsibilities during the Transport & Installation project phases, as well as during future Operations and Maintenance.
The focus will be on the transport and installation of foundation, IAC cable and WTG components along with logistics support during the operational and maintenance phase of these assets.
The service provider will be responsible for preparing, coordinating and overseeing all marine operations associated with the German Offshore Wind NSE1 and NSE3 projects. This includes vessel management, marine logistics, compliance with maritime regulations, and ensuring safe and efficient execution of offshore activities.
The role requires close collaboration with other GPI members, Interfaces Manager, contractors, vessel operators, MWS, and relevant regulatory authorities.
Key responsibilities include:
- Provide technical support and assistance to project management team in the area of marine vessels considered for
- The Construction, Transport & Installation phases (e.g. wind turbines installation jack-up) CFT stage
- Construction phase preparation
- Construction phase
- The Operations & Maintenance of the project (e.g. Service Operations Vessels, Crew Transfer Vessels, SWATH or similar categories of vessels).
- Port call considerations (Port services) in both phases.
- Other port and associated related activities in line with support to vessels (waste management, bunkering…)
- Provide expertise to the GPI in Marine related topics, as needed and in particular (but not limited to)
- Participate in defining the marine operational requirements for Transportation and Installation activities, including vessel types, port logistics, and offshore coordination.
- Participate to Project’s associated Interfaces Management in support to Interface Manager by acting as the marine focal point between internal GPI team (engineering, T&I, HSE, procurement) and external stakeholders (contractors, authorities, any other involved stakeholder),
- Prepare or complete Projects’ technical specifications / Employer’s Requirements and Marine Logistics Plan,
- Conduct technical analysis / capabilities of the proposed vessels and associated Mission Specific Equipment (MSE) against requirements of the contracts,
- Ensure compliance with marine associated codes and regulations and Project’s specific specification (such as Exhibit A – Appendix A10) of proposed Marine Spread and associated MSE,
- Conduct technical clarifications meetings with bidders and make proposals for arbitrage,
- Review and comment on the bidders’ procedures (specific one or examples from past projects) and Marine Logistics Plan,
- As part of the Project Construction phase preparation: Define marine operational requirements for installation activities, including vessel requirements, port logistics associated services and future offshore coordination.
- During the Project Construction Phase: Ensure compliance of all Contractors’.
- As the project is currently in its engineering phase, the service provider will play a key role in shaping the marine-related HSE framework by contributing to the development and issuance of procedures and documentation aligned with the tasks described above. This includes:
- Supporting the creation of marine HSE philosophies, Emergency Response Plans (ERP), and operational safety procedures for both the Transport & Installation and Operations & Maintenance phases.
- Ensuring that all planned marine operations are designed in full compliance with applicable HSE standards, company policies, and maritime regulations.
- Participating in the drafting of marine risk assessments, incident response protocols, and inspection checklists.
- Preparing reporting templates and guidelines for tracking marine activities, identifying risks, and documenting mitigation measures.
- Coordinating with HSE teams to define training needs and emergency drill plans for offshore personnel, ensuring readiness and safety awareness.
- Promoting a proactive safety culture across all marine activities, with a focus on risk prevention and vessel operability in performance-driven environments.
These responsibilities are expected to evolve as the project transitions into the execution phase. At that stage, the service provider will shift from procedure development to active implementation, supervision, and monitoring of marine HSE practices, ensuring that all operations are carried out safely and in accordance with the established plans and regulatory requirements.
